How to Develop and Write a Fleet Management Business Plan

A fleet management business plan is the blueprint for a fleet’s success – literally! Similarly to a blueprint, a business plan designs the fleet’s future success by looking at current conditions, discussing projects, and predicting future success outcomes.
In this post, we will answer:
1 – Why should fleets develop a fleet management business plan?
2 – what makes a good fleet management business plan.
Humans need plans to stay on target. A great example is my writing style.
In elementary school, I was an average to a below-average writer. I had a good foundation because I read a lot and liked writing. However, I wrote without planning and often had disorganized content.
What changed my writing style? One of my high school English teachers inspired me to start using writing outlines. Then, I transformed from an average writer to an above average writer. Because I started creating outlines, I planned content before writing and focused on wordsmithing while writing! As a result, my work became well-organized.
Similarly, fleet management plans help fleets identify priorities and plan projects. It then allows the fleet to create key performance indicators to monitor yearly goals.
A “good” plan doesn’t have an exact formula. However, it should discuss a fleet’s current situation, plan projects to improve its situation, and explain expected results.
I want to thank the team at the City of Edmonton who produced an excellent business plan and allowed us to reshare their plan. We will illustrate a good business plan by going through standard business plan elements, with examples from the City of Edmonton’s plan.
Introduction
The business plan should explain the plan’s purpose and help readers identify the fleet’s overarching objectives.

The City of Edmonton has a great introduction. Steve Rapanos, the Branch Manager, describes that their Fleet team oversees purchase, maintenance, and safety, while aligning with the city’s The Way Ahead initiative. The introduction is short yet informative, and even better, has a personal message from the Director!
Situational Analysis
Next, the business plan should provide an overview of the fleet’s current situation. There are a few ways to do this. For example, some plans include a SWOT analysis. A SWOT stands for strengths, weaknesses, opportunities, and threats, and is an excellent way to paint a picture of the current situation.

Edmonton’s business plan discussed its situation by identifying and assessing its risks. This is a great framework because the plan pinpoints the most critical business areas. For instance, Occupational Health and Safety is marked as a likely and serious risk. As a result, Edmonton prioritized safety projects in its plan.
Objective Setting & Projects
Here is the meaty part of the business plan! After determining priorities, it’s now time to set up objectives. Fleet plans should outline measurable objectives and outline ideas or projects that support meeting these targets.

Edmonton’s business plan effectively linked needs with projects. For instance, since Edmonton’s situation analysis concluded that safety is a high priority risk, a lot of the planned projects are focused on safety and maintenance.
Measuring Success
Finally, the business plan should indicate how to measure success. One of the most effective ways to do this is to set up financial measures or key performance indicators.

Metrics support the Edmonton’s plans. For example, in order to measure safety success, 85% or more of City drivers should have zero demerit points. This metric is effective because it directly links with the City’s safety goals and projects.

The Fleet Management Report is an annual report to be completed by the Country Fleet Manager or staff member with fleet management responsibilities. The report should be presented to the Country Director or Deputy Country Director and the management team of the country office, followed by a presentation and discussion of the key areas.

It is very important to understand the value of being able to group vehicles and data and assign access rights by group.
Limiting the scope of data based on the user’s area of responsibility improves the value of the data and increases security.
The Geotab GO platform provides extensive grouping flexibility such as GPS trackers, engine types, vehicle model year, service function, and more. This enables fleet managers to see associated costs and functions in new ways.

Custom dashboards at the user level. Dashboards are created using the standard fleet reports or by modifying a system report and saving back to the Geotab platform. Dashboards can be arranged using drag and drop and made accessible to specific user groups.
Trip History
Trip History is also known as a Start-Stop report. This is the most commonly viewed of all fleet reports at the service department level because it details the day’s vehicle activity. This travel report shows every stop, time of the stop, stop duration, miles traveled, idle time, and generally the maximum speed.
Geotab reports also include exceptions specific to each trip when viewed online. All fleet management data from the Geotab platform is maintained for a minimum of one year but data has not been deleted in 20 years!

Fleet Reports Available
The reports are available in two categories 1. Standard or built-in 2. Custom or customer created. Access to custom reports can be controlled by user groups. This means customers can make one change for hundreds of users.
Examples of Custom Fleet Reports
To convert standard reports to a custom report, export it to Excel, edit the formula, save it to your desktop and then upload to your account. When uploading, select the group that will have access to the report. It will then appear in the report list. If custom reports start with a unique prefix, this will group them in the report view making it easy to separate the system from custom reports.

While there is no universal way to write a fleet services RFP, there are critical pieces that should be included to make it as effective as possible.

- Describe Your Company and Your Fleet
Take the opportunity to describe your company, your fleet, and your use case. By providing a snapshot of your organization, the type of vehicles that are used, and how vehicles are used, you give providers the chance to familiarize themselves with how you operate and better determine whether or not they are a fit for you.
Consider being specific by providing a list of the number of each type of vehicle in your fleet. This level of detail helps fleet companies provide a more tailored response, and it provides important context when they price their services.
Essentially, the clearer the picture you give, the more accurate providers can be in their proposal. The following factors will impact what a fleet provider may or may not be able to offer you:
- Short-Term or Seasonal Needs
- Whether or Not You Utilize Vans or Upfitting
- The Regions Where Your Fleet Operates
2. Explain Your Challenge
Make sure to include any constraints your fleet provider should be aware of. This ultimately saves providers from proposing options that aren’t feasible, and saves you from wading through proposals that do not offer workable solutions.
3. Highlight the Essentials
Double check that your basic contact and submission information is accurate and detailed enough. Are proposals supposed to be emailed or mailed? Do you require multiple copies? Make sure there is a contact person listed for questions. If there is a defined Q&A opportunity or timeframe, make sure it is clearly stated.

However, it can be helpful to share whether there is a scoring process or if certain aspects of the proposal itself will be weighed more heavily than others. Remember, being transparent can help vendors deliver more relevant information to facilitate a better decision.
6. Consider a Service Level Agreement (SLA)
Automotive Fleet states that “an SLA is a very useful tool for both the supplier and customer in setting service requirements, tracking mechanisms, and establishing consequences for performance below set standards.” SLAs should define standards for each of the services you need, such as leasing , maintenance , fuel card management, etc. This will help both you and the fleet management company create a realistic and specific program.
7. Clarify Your “Must-Haves” vs. “Nice-to-Haves”
The fleet services RFP process is a great way to determine what fleet providers might be able to offer in value-added services to your operation, especially if you are considering changing providers.
However, it is important to clarify what your key needs are and what is essentially a “wish list.” This will enable vendors to give you a realistic proposal (and know what key services they are being evaluated for most carefully) while also providing insight about areas you would eventually like to address.
8. Include a Pricing Template
When you sit down to evaluate and compare fleet providers, it is important that you compare apples to apples as much as possible. This is where including a pricing template can be essential.
In a pricing template, you can state how you want costs broken down — such as dollars per incident or percent markup — so you get accurate and comparable estimates. It is also helpful and fair to request that any vehicle and lease rate pricing be based on a set date, as this pricing tends to fluctuate over time. Having a date as a reference point helps ensure that you are making accurate comparisons.
Just like you need to be clear on your goals, you need to be clear on your selection criteria. When you are clear on your criteria, it makes it easier to select the most useful questions to include on your RFP. As Government Fleet writes, “’Can you provide it?’ is a far better form for an RFP than ‘Tell me what you can provide.’”
For example, if it is critical to have a dedicated consultant to examine data and help evaluate fleet efficiency, it makes sense to add more questions about consulting experience, reporting, and client service. These questions should then take precedence over insurance and fuel card questions.
It is also important to include a variety of questions that touch on the qualitative side of fleet management as well as the quantitative. You want to get a clear sense of how a company will work with yours, so things like client service structure and how they handle client questions or complaints is just as important to evaluate as pricing, financials, and years of experience.
